Stormy first leg of Budget session over; LS to meet again on March 9 after recess

The stormy first part of the Budget session, which saw heated exchanges over the India-US interim trade deal and unpublished memoir of former army chief M M Naravane, concluded today and the House will now reassemble on March 9.

Earlier today, the lower house was adjourned till noon on the last day of the first phase of the Budget session, as Opposition members staged a protest in the Parliament complex over the alleged disclosure of emails between Puri and Jeffrey Epstein. The opposition members were also protesting against the India-US interim trade agreement.

The three-week recess period will allow standing committees to examine allocations to various central ministries given in the Union Budget. The budget session is being held in two phases; the first phase began on 28th January with the address of President Droupadi Murmu to the joint sitting of both Houses. The second phase will be held till 2nd April.

The Lok Sabha witnessed dramatic scenes and repeated adjournments by the Opposition from February 2 afternoon after the Chair disallowed Congress leader Rahul Gandhi to quote an excerpt of an unpublished memoir of former Indian Army chief MM Naravane about the political decision-making during the 2020 border tensions between India and China. 

The Lower House saw uproar and dramatic scenes in the coming days leading to the suspension of seven Congress and one CPI-M member from the House for the remainder of the Budget Session due to unruly behavior, including tearing and throwing papers at the Chair. 

Fearing unpleasant scenes, Speaker Om Birla requested Prime Minister Narendra Modi not to attend the LS when he was to respond to the Motion of Thanks on the President’s address. Speaker Birla had told the House that disruptions wasted 19 hours and 13 minutes of House time till last week.

The Opposition also submitted a notice to move a resolution to remove Birla as Speaker. Taking moral grounds, Birla decided not to chair House proceedings till the issue relating to his removal was settled. 

The Upper House also adjourned till March 9, as Parliament went into a three-week-long recess to allow standing committees to scrutinise Budget proposals. On the eve of the final sitting of the first phase on February 12, Parliament also passed the Industrial Relations Code (Amendment) Bill, 2026 after approval from both Houses.
